They have to be using their frogs like thumbs, there’s just no other way they could pick things up; they can just move it forward to work the first and third valves, or work them so the second is in the concavity between the end of the frog and the inner edge of the hoof.

Lots and lots of slide guitar action. They don’t even need to use a beer bottle!
 
They could hit a pretty wide variety of fret positions with hoof edges and frogs, they’d just need to hold the guitar differently than a human would, with the foreleg over the top of the neck instead of underneath. I’d think they would be more inclined to play something like a lap steel guitar or dobro.

I love how the trumpeter is playing this specially-unrolled brass instrument with hoof-pedals for valves - all very sensibly adapted for pony use - yet the other two guys are just fiddling and strumming away perfectly happily while balancing on their hind legs.
