Well, let’s start small
 
With a glance she: spawned an almost immediate fandom interest in her, who in turn formed a backstory for her, which caught the eye of the show’s creators, who retained the cross-eyed wonder and began merchandise production in kind, which accumulated into a fandom-nod speaking role, which resulted in a massive controversy, leading to a reduced pressence of the now not to be named pegasus, and finally making a glorious return to the show that prompted most of the fandom to “lose their minds” along a promise that she was here to stay.
 
I know it’s not much but  

It’s not the same situation. Diamond Tiara is actively trying to drum up attention for herself despite not doing anything worthy of the fame. Whereas Derpy was just going about her usual business and wasn’t being an attention whore. People took a shine to her based on what she was doing, not because she went out of her way to impress anyone.

She made what I think was the very first scrunchy face in the whole series.
 
That’s got to count for something.

She made a funny face. That’s not a lot, but it’s something.

Same with Button Mash and many others.

She just… was there and that was enough.

You could say the same about all of the background ponies.

By that I mean, I believe there’s a difference, Derpy is still just doing her own thing in a way. While Diamond Tiara goes and and seeks attention by using others and doing nothing.

I believe there’s a fine line between Derpy and Diamond Tiara.

I really don’t hate Derpy, but she really is overrated.

The same point could be made with ANY of the background characters.  
But do we care? Not really.

OP’s kind of got a point. Of course, butthurt Derpy fans ain’t going to hear any of that noise.
