Different military culture? We saw some marine-style dress uniforms at the wedding. Maybe the royal guard has generalissimo syndrome, and the real branches keep things austere.  
Not every military is like the US or North Korea, handing out medals for eating your vegetables or not getting thrown in jail for 6 months.

I got the distinct impression that it must have taken serious undoing to get undid, since he spent the whole two-parter being mana-blocked and was only healed when Sombra got splashed and everypony got crystallized; if it had been a minor thing– hands got “paralyzed” by ulnar nerve impact or electrostun or hypothermia sort of thing– they would have presumably fixed it sooner, but he went the rest of the mission without being able to work his Area Effect Shield MOS. Obviously I’m not a review board, but I would think that “Injury sustained in direct contact with enemy, rendering subject incapable of performing primary duties until all enemy forces were defeated” would qualify. He certainly deserves some kind of commendation for being injured in a rear guard action that allowed the rest of his unit to successfully withdraw from an unwinnable fight, not to mention ultimately hurling his wife off a balcony throwing Cadance into position to intercept the Crystal Heart.
 
Shiny was kind of a badass to keep at it after what has to be a truly horrific injury for a Unicorn.

He’s a 1SG, now? Well, I guess the pay’s still about the same as a CPT… if he’s been in for over 14 years as compared to a CPT of 2 years. sigh
