The French military has historically been bad-ass, and still are.  
Their government, though, are the cheese-eating surrender monkeys, at least through the 20th Century. Both WWI and WWII had numerous examples of the French government screwing over their military.

Also, this is hilarious.

My headcanon is that the griffons are a union of German, French, Scandinavian, and Slavic cultures. It certainly explains Gilda’s really Nordic name.

Pretty sure it started around the French’s refusal to participate in the 2003 invasion of Iraq. It’s a leftover of the ‘WMD’ and ‘War on Terror’ craze.

The ‘they always surrender’ thing started out as mocking the Italians, since they were the ones who constantly surrendered rather than fought.
 
Not sure what made the Yanks apply it to the French, given that the French armies didn’t actually stop fighting even after their government capitulated…
