Magic has been portrayed as having consistent rules (at a minimum, it had been until MMC). That said, you have something of a point re: not trying to make sense of anything from MMC on, as much as I hate to say it.

And what COULD have she done against Discord? If you pay attention to PTS, you’d notice that in the flashback Discord is fine and dandy, while the Princesses are covered in scrapes, and Discord doesn’t even take them seriously. It’s easy to assume that without the Elements, they can’t do shit against him. They were probably back at Canterlot, Y’now, trying to reduce the damage Discord was causing.
 
And while you may have a point with Sombra, I’d like to remind you that Celestia is the queen, she has a whole godamn country to run, she’s not Superman. What would happen if she were to be killed? Equestria still needs her leadership, ponies are still too dependant on her. Not to mention that Obama didn’t grab an AR and go storm Osama’s house when they found out where he lived, now, did he?

Maybe the reason why Celestia is almost never seen is because she is busy as fuck? Like when her private get-togethers with her subjects are interrupted by political affairs? Or when she’s sorting through a huge pile of papework in TCE? Or how about the Luna micro, where Luna goes through what Celestia goes through in a normal day, and spoilers: It ain’t fun.

Argument about different uses of magic is BS, if we presume it’s a consistent system, we know nothing about it. Reach into her chest and rip out the heart while you’re at it, why not.
 
The vines were hilarious just as the rest of the episode, it’s just better to ignore it as with most things regarding setting since twilicorn.
