Hey now, Celestia is partically responsible for the existence of the town, Nightmare Moon went apeshit and tried to conquer Equestria.

The more depressing moment is when in the next scene Luna offers the statue a candy… to not be “gobbled up”…
 
When someone pointed that out to me, I cried a bit…

There’s a lot of subtle symbolism here. Luna lays in the shadow of her dark past Nightmare Moon. She feels ashamed of what is her own making. That is deep character building.

Nigthmare moons statue was probaly built by some ponies to use as warning and symbol for nigthmare nigth which is a holiday that was once supposed to warn foals of the danger of the “mare on the moon”but soon after the centuries became a festive celebration of old stories and childish fears
