something along the “not just the tip” lines but i’m in no way an expert on japanese language

The End wasn't The End - Found a new home after the great exodus of 2012

Had to do some research to translate this one. Basically, Shining is saying something to the effect of “it’s okay if it’s just the tip, eh…”, and that’s apparently a reference to a joke made by some famous comedian long ago. In the original joke, the comedian was giving an example of an awful pickup line by approaching a girl and telling her “it’s okay even if it’s just the tip, just let me put it into you!”
 
Sigh, the more you know, I guess…
