Nah, colds (especially in this context) are just about universally played for laughs, cuteness, and lighthearted sympathy.
…Though there is a way to play them for drama. That’s where a character tries to get through their illness alone (they either have no friends or family, or just don’t tell them that they’re sick). Since they can’t rely on anyone else, they’ll try to ignore their sickness to continue working, often turning a simple cold into something worse.

It’s not really about fetishes (well not to me, anyway). Giving a character a cold has more to do with cuteness and moe.
When a character is sick with a non-serious illness like a cold, it means they’re just a bit more vulnerable and dependent on others than they usually are. This inspires sympathy and a desire to help them out.
It’s especially effective when this happens to a character that’s known for usually being very serious, standoffish, or authoritative. How they handle the vulnerability and dependency inflicted upon them by a cold will likely allow the viewer and the other characters to see a different side of them.
Doesn’t really look like a fetish to me. A pony with the sniffles can be cute, and this fandom loves cute.
