Nah, as far as I know that rule isn’t actually being enforced yet. Apparently they’re holding off so they can open discussion on the topic.
Under Announcements, there’s a note about ongoing efforts to purge lolicon and shotacon from the site; that could be related. (There doesn’t seem to be a way to permalink to the announcement.)
Actually, prior to the premiere of Friendship is Magic, there were less than 100 My Little Pony porn pics on rule34.paheal.net. 99.8% of explicit equine images were made within the last 40 months.
