I’ve only seen the OVA, and it was all right. I recall it being surprisingly violent for a show where a chick throws paper around.

It’s weird and kinda generic series, but also a bit neat. Also lots of nudity and blood.
 
The lead character is a “Paper Master”, capable of manipulating paper to do just about anything. There was a follow-up TV Series (R.O.D. the TV) that showed more Paper Masters, and it appears that a trait common amongst them (save for little Anita) was that they were all bibliophiles, obsessively buying and reading books.
 
Thus the Twilight Sparkle joke.
