1: rainbow mane ponies are obviously not creative. when making an oc its like: “Idk the mane color. OH maybe rainbow like RD’s!”

4: colored…wings. Facehoof Nopony in the show has those. OC’s like this are just ridiculous.
5: WONDERFUL IDEA! she needs more work on the details though. this is EXACTLY what an OC should be.
and 4/5 of them are pegasi…yay Pegasus ocs… am I the only one with an EARTH PONY oc?

If I might expand on your critique:

In addition to being a Rainbow Dash recolor, this filly looks to have one stocking grown into her coat, which would be possible if she never took it off, but absolutely disgusting and horrifying.
Rather than “too yellow”, I’d call this pony “too saturated”: her colors should be more pastel. Beyond that, she needs a cutie mark; an adult with a blank flank is a pony who’s skipped puberty, and that’s not okay. A pink cutie mark that matched her eye in color would be best for this design.
While the color scheme is solid, this pony, like all the others, lacks a cutie mark. Furthermore, the tail does “look weird”. What this is a symptom of is asymmetry between the mane and tail; the mane is lush and volumized, while the tail is downright skimpy. Furthermore, the curl at the end of the tail is not reflected in the mane, so there’s a minor disconnect in styles there.
As was pointed out, colored wing tips are never okay. It should also be pointed out that black and white are also never okay: these are colorful ponies. Off-white is okay every once in a long while, but this is not how to do it. Furthermore, her flank is blank, and her eye pallet has too much contrast. The primary contrast in an a pony’s color scheme should be between the mane and coat or the coat and eye. Eyes should never have high contrast colors within them, so red and green are straight out. Her mane and tail also don’t match, and once again it is the tail that’s too skimpy. The tail also has much more negative space–that is, it’s broken up into more locks–than is the mane.
Black, as previously stated, is a color that should ultimately be avoided when designing OCs. In addition, the purple used for the coat here is a touch too vibrant, and there is a conspicuous lack of a cutie mark once again. A pink or yellow mane would probably go best with this coat and eye color.
