The fuse would only need to be lit for a few seconds, depending on the type. I’d say it’d burn plenty long enough to reach the explosive.
Then it’d go out after it ran out of oxygen to burn.
The fuse could have an oxidising agent mixed in. That’s why napalm continues to burn underwater.
