I must say, that goes right along with the idea that Pinkie has a lot to learn about proper manners, such as the correct way to treat with people she barely knows. Obviously, this is something she continued to struggle with even into S3.
True… but it’s not entirely foolish to assume that someone with a holiday based on them would already be familiar with it. “She probably wants to scare us in good fun” is a stretch, certainly, but she might have taken Luna’s intimidating demeanor as confirmation.
But that’s still an assumption, and mature people just don’t do that to one another without some kind of understanding between them.
It’s possible that she assumed that Luna was familiar with Nightmare Night and would want to join in the fun by scaring ponies (like she ended up doing). “It’s a holiday all about her! Why wouldn’t she want to play it up?”

Well, that’s kind of the problem. How could she have thought it was okay to go around treating a person who is basically a total stranger, not to mention a national leader, in such an unusual and rude fashion? It was presumptuous in the extreme, to say the least.
Ah well. Still funny!
