Twiley is the only other aside of Luna that is allowed to preen the royal plumage. Luna is afraid to let Twiley help her preen.

That’s like asking someone to change your diaper. Given the fact they’re erogenous zones, I doubt pegasi let other ponies groom their wings, unless they have a trusted love one they feel comfortable.

For Celestia, that’d be Luna… maybe.
