The emperor was pretty great, yeah, but I think the main thing is that sex pistol can work with ‘any’ gun. The emperor was stuck at that one form. It never reloaded and the bullets could be controlled but the caliber was always the same. Plus, sex pistol consists of 6 different stands, who can each interact with and be the conscious of the stand user. Rather than controlling where the bullets go, they each can manipulate the bullets themselves and revolvers have pretty high calibers on their own which technically means sex pistols can do better with 6 shots than the emperor can. Plus I think sex pistols had shown better response time in how fast the bullets can change direction because, again, more than one person operating that gun. In terms of rush down, Emperor wins because just keep pulling the trigger but precision wise I would bet on sex pistols. Hol Horse could only see and aim at so many things.
