Description
I am not happy with this OC’s design at all. I would like some input on any changes that would better the design. I wanted to go for a more “menacing” look, but I couldn’t seem to pull it off.

Many thanks. I’m currently working on the new version, and I have completely ditched the helmet and gas mask, as much as it pains me. I think the flamethrower looks a lot better and the armor is coming out nicely too.

Again, you may want to look at the simplified version of that armor for inspiration:
Note the lack of a shirt. Your OC currently has a full suit. Ditch the fullbody fireproof suit and replace it with ripped pants, a shoulder pad and whatever that thing around his neck is.
What the hell is that thing, anyway? Is he trying to be Flavor Flav but couldn’t find a clock to strap onto a chain?
If he isn’t wearing a body suit, change the body color to something other than red. Or blue.
A note: I have an irrational fixation with orange vests. Well, irrational if you don’t consider how much power an orange vest gives you over other people. ORANGE VESTS GIVE YOU AUTHORITY. When you wear an orange vest into a store, people will come up to you and ask you where things are. Then you can tell them to go anywhere.
Dammit, he’s a raider, not a construction worker! XD I’m wanting to go for something like this.

Mount the heavy tanks on the back and have hoses that connect up to the crap mounted on the side of the pony that have the shooty bits.

Oh, Fallout 3 thing. I only played NV. Makes sense. Looks like it’s a miner’s helmet or something. Modern miners need to breath filtrated air, lest they get the black lung.
Maybe take notes from the simplified version of the Filtration Helmet found on the Pipboy:
First off, your version is missing a strap that connects the goggle/mask piece and wraps around behind the head. Second, bigger head light. Third, add a line that separates the mask/goggle part and the rest of the mask. This will make it look less like the Pyro.
On the Pyro’s mask, the mask/goggle part is seamless with the part that wraps around the back of the head. On this one, they might be separate.
If the character’s apparel comes from an industrial area, you may want to take notes on what Equestria’s construction ponies wear.

And about the flamethrower. I needed to find a way to get the Flamer into Battle Saddle form, because really, there aren’t any mouth held flamethrowers.

This is basically what I wanted to give this OC.
In terms of using the “flame retardant getup”, I was too, going for this, all because this OC uses a Flamer and a Flamer ONLY. I believed that it would make sense for this type of character to be in a gas mask and a safety hat of sorts.
If you were to remove the gas mask, that would instantly detach his similarity to the Pyro. The other way you could get your OC to look less like the Pyro is to lose the flame retardant getup. The Pyro is always in either red or blue clothes. Using a different color would help.
The flamethrower looks like crap. Stylistically, almost all flamethrowers have at least two tank things either on it or carried on a backpack.
It may also help if you base your flamethrower off of an already existing design. Since this is a FoE character, I’d say taking notes from Fallout might be a good plan of attack.
There are two main flamethrowers in Fallout (at least, in New Vegas) the Incinerator:

The Incinerator shoots balls of fire while the Flamer shoots actual flames. (there is also a Heavy Incinerator, but that’s basically the same thing as the Incinerator, only with an extra tank on it)

Perhaps some red goggles or much bulkier build can help create more menace.
Yes, I agree. He does look too much like the Pyro, if that’s what you were implying. That’s why I am not pleased with the design.
