I’m fairly sure Transmutate was female, despite being referred to in the episode as “it”. The character was voiced by Susan Blu.

I think it’s mostly the neck, the forehead and the way he walked with that wierd sort of lundging/swaying motion.

I think there was something that vaguely resembled this in the old “beast wars” cartoon, It was a cybertonian that emerged from a damaged pod that tried to selfdistruct but it managed to break out.
