That’s a different thing. Uncanny Valley feels the way it does because we’re used to seeing live humans in our everyday life, and any deviation from the norm established in our psyche results in UV. Cartoon characters are not perceived this way since our mind aknowledges their lack of realism. Designs that try to make them look realistic can seem off model or odd but not to the same effect as UV.
 
Also, UV doesn’t apply to live animals either since we normally don’t communicate or live as equals with them.

It’s hard to make 3d pony models, and animations based on 3d pony models above all, to not look creepy or uncanny valley.  
This sort of manages to do so.

No it doesn’t. It applies to any “character” for example if you take one of the ponies and give it exagerated horse-like features that look close but not quite to the original it goes straight in the uncanny valley.  
Anything that gives off an eerie feeling applies.
