If it helps, in a later picture with him and Fluttershy, the artist reveals that this is not in fact Discord’s true form. His real form is the show’s design made much scarier looking. Discord uses his human form as to not cause the citizens of Mysika to panic. Especially Flutttershy.

This is cool and all, but I never saw much point to humanizing Discord at all in a magic setting. Keeping him as he is, a horrifying mishmash of animal parts with scarlet eyes, a human voice, and the ability to manipulate reality? In a human setting? Pushes him firmly into the Eldritch Abomination territory where he belongs.
