Well, Nox had reasons to be evil. He believed that everything he does will be undone when he rewrites the lines of time.
 
Qilby, on the other hand… Just wanted to keep the last specimens of the races he intentionally sentenced to extinct to power-up Zinit.
 
Technically, he’s not out to extinct the planets- he simply wants to travel from planet to planet with his people.
 
The problem is that the ship extincts everything when it takes off, and Qilby doesn’t really give a damn. He just brings along two of each species from the planet.
 
There’s also the fact that he kills his own king over and over and over.
