Well, some villains don’t learn their lesson.  
Having the CMC deal with them adds a bit of “confrontation” to the series, and gives the CMC problems to deal with.
 
One of the lessons Lauren Faust, and the others who make the show want to convey for girls/kids with characters like Diamond Tiara, Silver Spoon, and Gilda is how to deal with bitches, without having to resort to becoming one yourself. (Plus the show would be a bit dull/unrealistic if everyone always got along, and always agreed with each other on everything like the “Get-along Gang.”)
 
Overall, while I understand your dislike for them, don’t take Tiara & Spoon that seriously.

I don’t know. They just…never seem to learn their lesson, is all.  
That, and it seems to me it’s possible to have an episode about disabilities without having to resort to putting these two on screen.

Poor Scootaloo… Forever a dodo. :(

Well, they have been told off by Sweetie & Scoots, embarrassed at her party, scared by Babs, fell into a mud-puddle, Diamond being fired off being the head of the school’s newspaper, gets splattered in ink, her Dad forcing her to partake in Granny Smith’s embarrassing bunny tradition thing. So to be fair there has been some karma biting them in the butt.  
What more do you want? Them put into one of those old-fashioned “Pillory” things in town square, and have tomatoes thrown at them? (Though, I suppose they do deserve more then what they got in the show, but keep in mind they’re both still “children” basically.)

After reading the whole “The Killer Rarityverse” I’m expecting them to get their punishment.

If the above scene is any indication, a lot of fics that have Silver Spoon as a secret “good guy” will feel a bit less vindicated…

Worst case scenario: Clumsy handling of disability compounded by hamhanded use of Derpy as Scootaloo’s mother. Derpygate 2.0: Scootagate

If this episode either shows 1) Scootaloo ‘‘is’’ handicapped in that her wings will never let her fly and how that is resolved (for the appropriate happy ended) or 2) Scoots flies at the end, it will be TOTALLY AWESOME

Having to deal with these two again is basically the one thing I’m NOT looking forward to this season.  
Just once I’d like to see the right dose of karma delivered to these two. Just once. And in a family-friendly manner, of course.

I would love to see Derpy in that episode. Just because.

It’s time for their parents to start the spanking, methinks.

We can now add making fun if the handicapped to things these two have done.
