Think it spawned from a silly animation error where rarity had a smaller horn, and now there’s a subsection that actually takes this seriously, ie Luna’s horn-to-size ratio is bigger than Celestia’s so she’s got to be more powerful.

Many people seem have this strange idea that all unicorns are somehow some kind of super mages who can do all kinds of magic just like that. After all this time it still puzzles me what caused this way of thinking when it’s made quite clear in the show that normal unicorn magic is really limited.
 
I guess the pegasi have the biggest advantage which of course is the ability to fly and walk on clouds. And no, your unicorn OC can’t summon wings or self levitate. Hell, even Twilight had to struggle to make those fragile wings for Rarity and it took so much of her energy that she had to find an easier spell for the rest of her friends. Still that doesn’t seem to stop these certain people and we will have them saying “lololol unicorns can just use magic to fly and teleport whenever they want hurr durrr unicorn mastah raec”

In any piece of media with competition, there is competitive balance.
 
The show actually doesn’t have competition or combat, but if that were the case, the cruel limitations of unicorn magic would be apparent.
 
Don’t try to hold a hostile earth pony in place with a telekinesis field. They’ll shatter it like glass and K.O. the unicorn maintaining it from the sheer mental strain.
