Many though miss the original context. “Big brother” was supposed to be just that, a loving older brother who takes care of you.
“Big brother is watching you” was meant as a way to shame people for resisting. That they resist the big brother that they all are supposed to look up to.

It’s often forgotten that the writer was a socialist. He believed that the government should help people. The whole “big brother is watching you” is a dystopian version where the government leverages the aid it gives for the sake of power.
