Is that a skirt or a long T-shirt?

A skirt. At one time it was fashionable for Japanese schoolgirls to roll over the top of their skirt, thus making it shorter - after school, of course, since the uniform code was strictly enforced in school. The “super loose socks” was another fad - since the dress code didn’t say anything about socks, girls could display their individuality by wearing absurdly oversized socks.

I don’t know if either of those is still a popular thing.
