Frustration in Excelsis
Notoriously Divine Tagger - Consistently uploads images above and beyond the minimum tag requirements. And/or additionally, bringing over the original description from the source if the image has one. Does NOT apply to the uploader adding several to a dozen tags after originally uploading with minimum to bare tagging.

Post the new, higher-res version like you would anything else. Once it's up, come back to this image here and click on the "Reporting" tab next to the "Tags and source" and "Favoriters" tabs just below the tags, and click on the "updated or previously uploaded" tab. Copy the url of the new image into the field that says "Image number that you think _*this image_* should be merged into:", write something in the field below it explaining you've found a higher quality version of the image and so on, and click on "report duplicate". This will send in a request to merge this image into the new one, which will carry over votes, comments and favorites from this into the one you just uploaded.


 
There might be another way to do so, but that would be the best way of doing this I know of.
