for the genetic mutation part, it likely makes sense cause Cadance’s original genetic blueprint (DNA) was once a pegasus, and Shining Armor’s is that of a unicorn, and with some dna of Cadance’s being a pegasus still, it had likely passed on to flurry heart while in gestation, if Flurry Heart’s body started developing as a pegasus once, then much of Cadence’s alicorn genes started mixing in along with Shining’s there later in the gestation process, also in spite of alicorns being a lateral rarity in present day equestria, the gene of any is likely a dominant one, which could simply explained why Flurry herself was just born as she is now.

That’s an interesting theory. I’ve made an argument on the subject in a video some time ago. There are two possibilities. Genetic mutation or magic science.

Genetic Mutation:
If the dominant and recessive share the same traits of a unicorn, it is more likely that the offspring will be a unicorn, and lesser chance of being a different race whether earth pony or pegasus, etc. However, because Princess Cadence is an alicorn in this case, it cannot be determine to be a recessive trait despite it being visible, it doesn’t have to be where she appears to be an alicorn but assuming she carries this trait regardless overriding the traits she already have, thus Flurry Heart was born. So theoretically, yes an alicorn can be born, it isn’t some next stage evolution, it has to be through traits from their parents.

Magic Science
You can become an alicorn, but it’s extremely complicated. According to Starswirl’s long term research; it has something to do with discovering the magic that exist within friendship, however this was proven right by Twilight Sparkle herself. By magic, it’s the only way to become an alicorn, yes and no, but this is possible.

My Answer: False. While it has been shown in the series, it’s true you can become one, but being born disproves the fact that you don’t necessarily become one, instead you can be born into an alicorn. For generations, every pony thought this was the only truth, but because Flurry Heart exist, this proves my point.
