Obviously they are playing pretend. Zipp is the older sibling, she's likely playing along with Pipp in this fun little game to help boost her little sister's content. This is Most likely a fun skit for Pipp's Ponygram account. Zipp is just part of the gag but likely will have her pretty pink little sister join her on a detective case afterwards in agreement to play along here. The two will banter and bicker but eventually hug, kiss, make up and even nuzzle cheeks when it's all over because they are close siblings.
