He's Applejacks personality (him laking shyness invalidates being a straight version of Flutter*shy*) and role in the group. He just swaps out AJ's Element and powers for Fluttershy's. It possible to have the traits to bear the Element of X but otherwise have very different a character traits.
Besides it seems Misty has taken Fluttershy's niche as the shy one.

Don't confuse his powers/actions with his personality/character. His role as the pillar of stability/order in this case is a better fit for AJ's role despite using Fluttershy's means.
