I don’t get it why they call a license “loicence”

Edit: Ah, it is Australian accent, isn’t it?

It’s from the meme “Oi, bruv, do you have a loicence for that X” - it’s British in nature as I understand.
The joke of the UK “nanny state” and exaggerating the idea of TV loicence.
And the “loicence for the knife” is probably the most widespread meme take on this.
