The joke is about web marketplaces, like ebay, where you set a price for your item, and expect that someone either buys it or not. German people don’t do price negotiation much, as it is hassle and unsystematic. However, some people, for exaxmple from Turkish culture, do more negotiation, which may annoy some German sellers. The joke is about the laziest kind of negotiation attempts where someone asks you “What is the lowest price you can sell?”. This question is perceived foolish in itself, as the price you originally set is the lowest price you sell. The question is also written here lazily in misspelled format “what lowst price”.
