Being a member of the esteemed wonderbolts, whiplash gets invited to all sorts of meet and greets, events, and things of the like. Being seen with her fellow fliers means she has to look presentable, and the usual default for high-ranking members is their flight bodysuits underneath the official navy-blue jacket. Members are allowed one patch to customize their jackets, and of course Whiplash chose her flag to piss off Wildfire (and ward off any unwanted attention from random stallions.) alongside the official medallion all members have attached to the right side of their coat.
Flight suits are a lot more lax in terms of design, you can essentially do whatever you like for the design of your suit as long as it has the signature yellow underbelly of the wonderbolts to set it aside from other casual fliers. (Casual fliers are not allowed to have yellow underbellies on their flight suits and it is actually punishable by law) Whiplash chose Hot pink streaks and lightning bolts for her uniform to represent the lightning her wings can generate when she flies at super high speeds! When working members are required to have their hair tied back, eyes protected, and the hood of their suits on. (it unclasps from the rest of the suit which is why it is unseen on her formal) Whiplash opts to throw her hair in a ponytail and leave out her signature rainbow streak, which is pushing it but allowed. All Members of the wonderbolts follow these basic rules aside from trainees, who wear the yellow and blue flight suits seen in the show.
