I think this was due to the dimensions of the said elements. Making them smaller, as I understand it, is not possible due to pixel graphics. Therefore, the placement on the flag had to be shifted.
but it still looks cool.

The texturing on the RF flag does look kinda cool, but the Hammer & Sickle on the USSR flag is sideways and the star is misplaced. With some tweaks it could look really cool!
