Well, the episode is an allegory for working in a creative field and dealing with difficult clients: Pinkie is the client with terrible taste, Dash is the “I know not when I see it client etc etc
 
Also all of Fluttershy’s criticisms about the dress are wrong. And I believe that was intentional.  
She has a little knowledge but only a little.
 
Although in general, I’m just kind of annoyed when the token shy character is “actually da bestest at everything but they are shy so no one knows”

a dress that was absolute shit. Her role in that episode, if one follows the meta interpretation, was to be the “I think I know what I’m talking about better than you do” client

Fluttershy doesn’t have a job. Every afternoon is free for her.

Bit harsh to question my watching of the show, especially since sketching a design isn’t quite an “outrageous work of creativity”. It does mean that she has vision, though.
 
Besides, she really likes French haute couture - to the point that she probably expanded her knowledge on sewing and fashion because of it. It would be still be surprising to learn that Fluttershy also paints or writes or carves statues out of marble.
