so the episode is called nightmare, yeah op halloween was probably the worst day to try to scare people ironically. its a day people expect to get scared and even hope for it.
on a side note its kinda fun to see the adult characters having no issue going trick or treating but then again that could be due to the lack of filly characters in the show

They probably figure that the ponies knowing that there’s an evil alicorn out there that wants to steal all the magic for herself and that Sunny and her friends barely escaped from last time might cause them to panic, which Opaline could likely use to her advantage.

I’m guessing that Sunny and her friends didn’t tell everypony in Maretime Bay, Bridlewood Forst and Zephyr Heights about Opaline the rogue Alicorn who was also the cause of Earth ponies, Pegasi, and Unicorns to turn against each other.
