I was under the impression it was just an artistic style homage to comics that use dots in the printing process. Minekoo2 has used the effect in their past work too >>2938846

Sunspots..?
At first I thought it was stippling, which is a shading technique using dots where greater density equals a darker shaded area, but looks too uniform for that, so perhaps a texture overlay, perhaps a gradient? I’m not sure, perhaps someone else will come along and explain it better.
