Dreamweaver has an enhanced empathetic ability both from her time as a villain and her superpower, so she often reasons with bad guys as often as she fights. She can fight though, boasting strong magical abilities and leadership capabilities.
She also is incredibly scientific, often testing her abilities (a bit recklessly at times) and boasts a variety of applications for her power, including a makeshift web lasso that subdues criminals and makes them see the error of their ways, and a beam of magic that can bring out the goodness around her and take down ill intent. She, in addition to fighting crime and rehabilitating misguided individuals, often cleans up her city and will sometimes add art as her other alter ego, streetartist Flanksy.
