It’s Queen Heartimis, alicorn of Love~

She is a royal from the northern nation of Glacies. It’s a frosty, snowy wintery country on the northern boarder of Stellaria and is in a very close relationship with Stellaria. The country has harsh, but beautiful landscapes, and once was ruled by Alicorns. Though, now the only one who remains is Heartimis, who has pledged her loyalty to Stellaria and now lives in Lum.
Most governing is done by a Stellarian loyal government which takes care of the ponies who live there.

Of course, Heartimis is also the Queen of Love, and thus her nation of Glacies is well known for its very kinky Hearts and Hooves day celebrations.
