Nope, not a reboot. Clearly you haven’t notice Twilight’s appearance in the MyM series, or Twilight, Rainbow Dash, and Fluttershy’s cutie marks on Sunny’s shoulder bag. Or the Wonderbolts poster in the ‘a New Generation film’.
Yes, it is obviously a continuation, not a reboot. And also, I think everypony could always use magic, though in G4 the Earth pony magic seemed to be super strength.

Honestly, I am glad that is the case as well. Frankly I think both gens exist more or less cordially with each other, which I really like.
It’s a big reason why I am glad that G5 was a continuation of G4 rather than a reboot.
