That’s Eris, it’s her domain. Grogar is her guest.
And that was the only time the real Grogar was seen in the G4 world. It is true that it was Eris who created the refuge for the villians from many different dimensions, but the dimension itself was not where the Shadow Pony ruled until Celestia as Daybreaker killed him. Daybreaker took over after she killed Eris.
But it seems that Eris may have been given the dimension by others, perhaps Grogar standing alone on the top floor had a bigger role as suggested by the location. He probably would have approved of Daybreaker’s betrayal and the killing of Eris, and does nothing as a result, because if he had given the dimension away for all extra-dimensional villains to have a haven, it doesn’t matter as Daybreaker will continue the practice.
Since Luna and her knights withdrew, they sealed off the entrance to the dimension and Princess Twilight will likely have ensured that her prime dimension will be safe from intrusions from other dimensions - especially after the MLP manga.
