Actually no its not that Twilight didn’t see Spike as a brother, if anything its actually implied she always saw him as a brother but rather its that Spike straight up wasn’t aware of this until she said it to him directly which is still dumb when you consider prior episodes

Well, kinda, but Lauren Faust say it, Spike was raised by Celestia, and I know she left at season 3, but i still loyal to Faust
Who’s to say Twilight wasn’t put in charge while both were busy? Besides it’s implied even in the show to be both kinds of relationships.
It retconned that Spike was raised by Twilight Velvet and Celestia, not Twilight Sparkle, and grew to think of himself as a sibling to her while she only considered him a pet until Sparkle’s Seven.
He wasn’t still a baby by that point though.
