Basically, the first two pics in that comic are real screenshots from some show. The guy’s saying:
1: “It’s the end of the rainy season? It’s not gonna rain anymore?”
2: “Yahoo!”

Panel 3 and 4 are photoshops added later, giving a “twist” ending.
3: “The rainy season isn’t over, is it!?”
4: “Nooo!”

And there you have it.
