Interesting fact, since ENIAC was a fixed program computer any kind of “reprogramming” Was done over the course of 3 weeks by figuring out how the program would be encoded on ENIAC,rearranging the vacuum tubes, rewiring the plugboard, and debugging the program.

Millions of times more. That chip in the picture is an ENIAC-on-a-chip, a chip that replicates the ENIAC in terms of processing power, memory, architecture, and function.  
So basically something that took up an entire room now fits in a space smaller than the tip of a human finger
