The Foundation no longer uses Protocol 12. They now actually release and pay the Class-D after their service is complete, only amnesticizing them. The Foundation does not have the resources to continue terminating them after just one month, and the Ethics Committee no longer stands for it.
(Info: Protocol 12 is a recruitment protocol that lets foundation staff recruit Class-D personnel from sources like refugee camps, people convicted of lesser crimes, etc.)
They’re mostly criminals that are sentenced to life imprisonment or death penalty though. That’s why I said Pipp will be testing out SCP-999. It’s one of the nicer and more wholesome SCPs. (Yes, those do exist.)
