I’m guessing this is post Iron Legion and after Shadow Spectre has been dealt with?
It seems many years down the road Celestia and Luna have gotten over most of their past trauma and try to use tickling as a way to help cope with certain feelings.

Well it’s a theory for the most part, but a happy one.
