When you play as Sunny, Sprout tells you to ask around on who did it. The background ponies tell you stuff like “had blue mane”, “was a unicorn”, etc. Makes you think its Izzy but when you talk to her, she doesn’t admit it. When you tell Sprout that you think its Izzy, he gives you the chance to fix the poster or else he’ll arrest Izzy. And when you fix the poster, Sprout still congratulates you for doing good work.
People think Sprout did it because his model goes into an odd smiling animation for some reason but Pipp was not animated properly during the scene either.

According to the video where I got these screencaps from and the game so far to this point it aparently was Izzy.
At least the civilians name a pony that looked like this and Hitch himself concluded it.
So I can guess it was either Izzy, somepony else that lookes like Izzy, or Hitch dressed himself up to frame her.
The latter is very much possible to me.

Well, okay, that is a little too obvious, and if the game were to try to be a little smarter, there would be another pony who did this and Sprout just got blamed for it. And a for motivations to do so, we have some reasons for a pony to do this.
Imagine a pegasus, a former Pippsqueak, who is still embittered over the royal family’s lying over flying. Weah, the pegas can fly now, but being lied to still hurts.
And of course, unicorns and earth ponies could potentially have other holdouts to the old beliefs as well. Racism isn’t really a problem you can solve everywhere overnight.
