It is a Polybius cipher .
 
I brought in the six because when I made this riddle I didn’t know that something like this already existed, let alone know it’s name. Another friend pointed out that this is a Polybius, albeit a irregular one. Hence my hint with the 6 and “I was pragmatic”^^.

I beat your cipher Splitframe.
 
If each pair of digits is a letter, we have:

A letter on its own is usually “A” or “I”, so I assumed “11”=“A”:  
_ _ _ / A _ _ / A / _ A _ _ _ _
 
I then assumed 15 would correspond to the 4th letter after “A”, which is “E”:  
_ _ _ / A _ E / A / _ A _ _ _ _
 
Which led me to guess that R = 43:  
_ _ _ / A R E / A / _ A _ _ _ _
 
The only 3-letter personal pronoun that can be followed by the word “ARE” is “YOU”, giving us Y=55, O=35, U=51:  
Y O U / A R E / A / _ A _ _ O _
 
By this point I had a makeshift spread sheet, and I spotted the pattern. The letters were numbers in groups of five from A-Z like so: 11-15, 21-25, 31-35, 41-45, 51-55, and 61=Z (which matches your hint that it was possible to have a “6”)
 
With the cipher solved, we now know that 21=F, 22=G, and 45=T:
