Headcanon Time:  
One of Sandbar’s parents is a Hippocampus-a natural sea pony-that has been polymorphed into a surface-dweller, making him being half-hippocampus. This explains why he seems rather weak compared to other Earth Ponies, as well as explaining why this surfer dude never seems to go near any water in the show.
 
As a result of his parentage, he turns into a sea pony upon contact with a body of water (pools, ponds, rivers, the ocean etc.). He is rather shy about this, so he just tries to avoid being near water in public. Or at least, being caught near water.
 
Can’t wait for the writers to ruin it by having Sandbar surfing at the beach in a few episodes time…
