He was born naturally an alicorn (a unicorn mother and a pegasus father = 50% chance unicorn, 45% chance pegasus, 5% chance of being an alicorn). Most of Equestria believes that alicorns are royal and godlike. But, their village think that alicorns bring bad luck and wickedness to their village and one who conceives one brings shame to their family. That’s why Chrysanthemum is ashamed of himself being an alicorn. He is being bullied by his fellow playmates.
He pretends to be a unicorn in his town by hiding his wings on his scarf.
