Gearbox actually did a lot of work on Colonial Marines, then Timegate screwed it up when Gearbox outsourced the single player to them to expand it, forcing them to do a lot of things over again. It’s not like Duke Nukem Forever where they just polished a turd, they became arrogant and absorbed with Borderlands 2 and outsourced it. Outsourcing a whole section of a game to another company is a bad practice. It’s too many spoons in one pot, and sometimes, the other chef sucks.

They didn’t actually develop the finished Colonial Marines. They farmed it out to a third company in favor of their vanity project, Borderlands 2.
