I actually don’t know. It’s hosted by Zizzy who runs theponyarchive and runs philomena, just like derpibooru.
He’s heavily against any form of censorship, so let me put that concern to rest.
Twibooru is hosted by someone else and is running the old booru-on-rails software. They only allow anonymous uploads, though. Commenting there is disabled too, they have no DNP list, and they allow uploading paid content. (wouldn’t be surprised if they get a DMCA at some point in the future)
